Perspective
State policy in Kerala is guided by the principle that all individuals, irrespective of caste, tribe, gender, religion, or economic status, should share equitably in the benefits of development. This commitment to social justice, secularism, and inclusion informs the State’s approach to economic and social policy, with the objective of reducing discrimination and deprivation through institutional and programme-based interventions.
Land policy has historically played a central role in Kerala’s approach to social equity. The State’s land reforms contributed significantly to reducing entrenched inequalities and expanding economic security. Building on this legacy, current efforts focus on improving land administration through initiatives such as comprehensive digital land surveys and the introduction of a unique thandaper system, aimed at strengthening clarity of land records, reducing disputes, and improving access to public services and development benefits.
Building on its achievements in human development, Kerala seeks to address persistent structural inequalities that affect Scheduled Castes, Scheduled Tribes, Other Backward Classes, minorities, and other vulnerable communities. Policy efforts focus on access to quality education, expanding stable employment, comprehensive healthcare, housing, and social protection, while strengthening opportunities for participation in civic and public life. Particular attention is given to improving access to land, enhancing the effectiveness of targeted development programmes, and emerging, non-traditional job opportunities that are modern and high-income.
The Government of Kerala aims to deepen social inclusion and sustain progress towards a more just and inclusive society. Social transformation in Kerala will be supported by strengthening institutional capacity and ensuring that development outcomes will ensure equity, empowerment, and dignity.
