Vision 2031: an International Conference on Development and Democracy, organised by the Kerala State Planning Board from February 15 to 17, 2026, at Thiruvananthapuram, Kerala, marks the culmination of a series of consultations with the people on Kerala’s current development initiatives and future directions.

Earlier, during October–November 2025, different Departments of the Government of Kerala conducted 34 seminars across 14 districts of the State on the people’s vision for Kerala’s future development path in different sectors. In this conference, the 34 departmental seminar topics are consolidated into 18 themes, with one conference session for each theme. Each session will review Kerala’s policy and experience, discuss national and international best practices, and provide a vision for Kerala in this field in 2031.

The conference will begin in the evening on February 15, 2026 and end on February 17, 2026. All sessions, except the inaugural and the final session, Secularism, Democracy and Consultative Government, will be on February 16, 2026.

Kerala has attracted international attention for its remarkable development achievements, despite significant resource and fiscal constraints. Over the last decade, Kerala has made substantial progress even amid devastating natural disasters and the global pandemic. Kerala has been able to rebuild its economy into a more resilient and futuristic one. There has been a focus on planned development, striking a balance between economic growth and people's welfare, resulting in high human development indices on par with many developed countries and an emerging knowledge economy.

The VISION 2031 International Conference serves as a strategic forum to analyse Kerala’s achievements and, more importantly, to chart the next decade of growth. By bridging economic innovation with social equity, VISION 2031 aims to draft the blueprint for a sustainable, knowledge-based, and inclusive Kerala.

The conference seeks to learn from the experience of Kerala and from across the world in order to move toward its next developmental milestones; to review Kerala’s policy and experience in the field, to discuss national and international best practices in the field, and to provide a vision for Kerala in this field in 2031, the 75th anniversary of the formation of the State. It will be attended by scholars, public figures, social activists, administrators, and elected representatives of the people.
