Modernising Agriculture, Livestock, and Fishery Sectors
Perspective
The central challenge for Kerala's primary sectors is to increase production by raising productivity and profitability. This session addresses the urgent need to improve the productivity of key crops, livestock, and fish species through the targeted adoption of proven technologies, including high-yielding and climate-resilient varieties, improved animal husbandry practices, and scientific aquaculture methods. At the same time, higher production by itself is not sufficient. It must be supported by effective systems to ensure that producers receive fair and stable returns.
A primary objective in this regard is the development of modern aggregation and marketing infrastructure. This includes organised collection centres, cold storage chains, and primary processing facilities. This infrastructure is necessary to reduce post-harvest losses, stabilise prices, and create more efficient market connections with processors, retailers, and consumers for farmers and fishers.
To transform these sectors, the Government of Kerala will encourage investment in value-addition in public, private and cooperative sectors. Moving beyond the sale of raw commodities allow producers to receive higher incomes and in generating rural employment. This session will examine practical strategies to create conditions for agribusinesses and food processors to invest in Kerala. This includes suitable policy incentives, the development of food parks and processing clusters, and institutional arrangements that support collaboration between farmer-producer organisations and private enterprises. The goal is to shift more of our produce into branded, packaged, and value-added products—from ready-to-cook seafood and processed dairy items to fruit concentrates and specialty spices. By strengthening value addition and market integration, this session will consider how Kerala’s primary sectors can become more productive, economically viable, and resilient, and support livelihoods.
