Perspective
Kerala’s development strategy places infrastructure development at the heart of its economic transformation. The Government of Kerala recognises that robust supportive physical and digital infrastructure is the foundation for attracting investment and achieving sustained economic growth. It reduces business costs, improves efficiency, and connects local producers to national and global markets.
The Government of Kerala’s vision is to build an integrated multimodal transportation system for logistics and connectivity that strengthens linkages between people, markets, and industry, driving employment and productivity. This approach recognises that efficient movement depends not only on individual transport modes, but on the seamless integration of cargo and passenger transport across road, rail, and waterways. Infrastructure required for the transfer of goods and people between modes will be planned as an integral part of this system, ensuring efficiency, reliability, and reduced transaction costs.
Modern spatial planning will enhance rural and urban life and build on the specific feature of Kerala’s rural-urban continuum. Infrastructure must not only be created, but will also be made affordable and accessible to all. Within this framework, the future of road development in Kerala assumes particular importance, given rapid urbanisation, increasing travel demand, and constraints on land availability. The session will discuss the use modern technologies in road design, construction, and asset management including digital surveying, intelligent planning tools, and lifecycle-based maintenance systems that can improve durability, safety, and cost-effectiveness.
Improving the effectiveness and efficiency of public transportation, both road and rail, addresses the needs for economic growth, equity and the longer term climate goal of low carbon transportation. The effectiveness and efficiency of public transportation systems will be enhanced through the use of modern digital technologies that improve customer convenience, strengthen operational efficiency, and enable better utilisation of public resources. In the 14th Five Year plan, the Government of Kerala has prioritised efforts to strengthen public transportation by addressing the needs of Kerala State Road Transportation Corporation and through the Silverline semi-high-speed rail project. The Government of Kerala will continue to invest in modern infrastructure to meet the mobility needs of industry and citizens—through an upgraded road and semi high-speed rail network, enhanced digital connectivity, and by leveraging the new opportunities opened up by the Vizhinjam Port.
The session will explore how Kerala can best leverage its existing infrastructure and identify the future investments required to reinforce development and ensure sustained growth
