Sports and Youth Affairs
Perspective
The Government of Kerala places priority on investing in the education, welfare, and capabilities of young people to ensure they play an active role in the State’s social and economic progress. The State will expand programmes that provide skills for employment in modern workspaces in India and abroad. Youth programmes will also focus on protecting rights, preventing exploitation, promoting secular values and scientific temper, and ensuring gender justice and the safety and freedom of young women. Kerala will support initiatives that build social awareness, leadership, and responsible citizenship among young people. The Kerala State Youth Welfare Board and the Kerala State Youth Commission will continue to design and implement programmes that recognise the abilities and needs of youth and place them at the centre of the State’s development plans.
Sports will be an important part of this approach to youth development, and Kerala’s vision for 2031 is to increase access to sports and improve standards in training, participation, and performance. Physical education will be strengthened in schools and colleges through qualified teachers, early physical literacy, and basic facilities. Systems for identifying and developing talent will include structured training, sports science support, and opportunities for national and international competition. Sports associations will follow professional and transparent practices, and local bodies, public-sector organisations, and community groups will operate facilities, conduct events, and support broad participation. In addition, the State will promote sports goods manufacturing, sports medicine, start-ups, and sports tourism linked to water sports, cycling, adventure activities, and major events. Kerala will also expand walkways, playgrounds, parks, swimming pools, and gyms to support regular physical activity for all age groups
